Bottom line

Bullhorn is a recruitment-only ATS and CRM with AI search, automation, and time and billing tools added in tiers. Its clearest strength is the breadth of the system, which keeps client sales, candidate pipelines, and placement financials in one place with an open API. The main cost to watch is pricing transparency, since only Starter and Core list a price and the AI-heavy tiers require a quote. Staffing and recruitment firms that want one system from business development through billing should put it on the shortlist.

Choose Bullhorn ifstaffing agencies that want to add recruiters without adding headcount, or midsize recruitment firms that need ATS, CRM, and billing in one system.
Look elsewhere iffreelancers who need a free tool or a free trial, or buyers who need published pricing for AI-heavy plans before talking to sales.

What is Bullhorn?

Bullhorn is a recruitment platform built for staffing and recruitment firms. It combines applicant tracking and CRM in one system, covering client development, candidate records, job pipelines, and placements. It targets the administrative work that slows recruiters down, including manual searching, scheduling, and data entry that takes time away from clients and candidates. Bullhorn has focused exclusively on recruitment for more than 26 years and serves more than 10,000 firms.

Day to day, recruiters work from job and candidate records that hold resumes, notes, interviews, and submissions. Resume parsing fills in candidate profiles, and Amplify Search & Match searches the internal database and external sources, saves searches with alerts, and matches candidates to jobs automatically. Visual workflow builders and task-based automations handle repetitive steps, while reminders and status tracking keep pipelines moving. Interview scheduling, calendar sync, SMS messaging, and an Outlook email sidebar cover most of the outreach. Amplify Chat answers questions about firm data, and AI call transcription records conversations.

Bullhorn serves freelancers, small businesses, midsize firms, and enterprises, with plans organized by agency size and by industry, including professional, clerical and light industrial, healthcare, and executive search. The small-agency Starter plan is priced at $99 per user per month, and Core is priced at $165 per user per month. Pro, Max, and the larger-agency tiers are quoted on request, and no free plan or free trial is offered.

Most applicant tracking tools store records and leave the work to recruiters. Bullhorn pairs its ATS and CRM with Amplify, which includes digital workers that run sourcing, screening, outreach, and candidate submission packets, along with agentic workflows on the Max plan. The Recruitment Cloud version is built on Salesforce, and Middle Office and Bullhorn One extend the system into timesheets, invoicing, and pay and bill automation. An open API and a marketplace of more than 300 pre-integrated partners let firms connect other tools.
